This is a Biolase EZLASE 940 Dental Soft Tissue Laser.  This device is new and was only used once during a training for the device. 

The laser can be used to perform a wide variety of oral soft tissue procedures including scaling and root planing, and frenectomies.  The laser is activated by a foot pedal delivering energy of infrared radiation through a flexible fiber connected to a hand piece.
